You are correct if indeed it was the Home Office that denied his work permit.
Curiously the rules are clear that you can appeal and yet it's been stated there is no appeal process.
Perhaps he is right and the FA do not wany anything resembling the Faurlin saga.
Or perhaps not, as the same website carries the story on the failure to get a work permit.
