I don’t think they are aimed at him as such. He’ll be dealt with privately and more directly.
Potter is essentially just putting what’s been going on in the public domain, as he has with a few quips about recruitment. It’s refreshing to see a manager do that rather than pander to his superstars/bosses.
Only slight worry is that putting it out there that Ayew is a twà t may put off potential suitors. Then again, it’s probably an open secret within football anyway.

The difference with this compared to a typical employment contract is we can't just sack him as we need to get a transfer fee. Therefore he holds all the cards.
Compare it to you or I, whether we resign, contract expires, get fired, its generally the same financial outcome for a company unless they have acted illegally.
The best way would be to make players liable for their transfer fee if they break the contract. That would change a few attitudes sharpish.
