Any penal system is generally considered to serve one or more of a number of purposes:
1. Retribution. This really does come down to Biblical stuff, an eye for an eye and so on. Philosophically it's a bit fcuked up when the crimes of the State, not least the British State, are considered. But, fair enough, if revenge is your thing and that's what you demand of a penal system.

In some countries it is considered quite usual even for convicted murderers to be seen as capable of reform and redemption.
3. Deterrence. Normally people who call for the return of the death penalty talk perhaps about revenge, but most often I think they talk about deterrence. The problem is that it doesn't work and there has, I believe been quite a lot of work to show that that is the case. For a start if a murder is a crime of passion, deterrence won't work; if it's committed by a nutter, again deterrence won't work, and if it's committed by, let's say, an Islamic fundamentalist then obviously deterrence isn't going to work. The men that killed the soldier in London, fully expected to die, it was a (failed) suicide attack. They didn't try to escape, they wanted to fight the whole Police Force. Deterrence fails again under these kind of circumstances.
There is no good argument to bring back the death penalty unless revenge is what you want to base you penal system on. And then, what are you left with? A system that will vastly disproportionately kill the poor, the black, men of low intelligence, people who have all their lives been victims of violence and abuse, and those not fortunate enough to have a good lawyer or the money to get one............ it will also kill the innocent...............
It's quite simply a bad and a barbaric idea. If you want to live in a country with the death penalty move to Saudi.

Excellent post. I would add a fourth purpose to the penal system - public safety. If a person has committed a crime, especially a violent one, then the state needs the ability to assess the danger they pose on release. This is why someone like Charles Bronson has been locked up for most of his adult life when his initial sentences have long been served and others are released early for good behaviour. This dovetails into the reform aspect. Behave, and you will be rewarded. Misbehave, and you will be punished.
You only need to look at the United States for the perfect example of why the death penalty is a bad idea - it's horrendously expensive to maintain, it mostly penalises the most vulnerable of society and it most importantly it does not provide a deterrent.
