Can a club recall a loan player at any time without any agreement from the loanee club?
Depends on the deal made at the time. Lots of clubs will have a "recall" clause that allows them to do this. Possibly on the players behalf if they're not playing or they don't see a benefit from from the loan.

With all the centre backs and right backs we now have fit I think it makes sense for him to go elsewhere. Not that he seemed out of his depth just didn't get the opportunities mainly down to injury.

That first half hour at home to Newcastle will haunt him for some time, i would imagine
He wasn't going to get any gametime if O'Connell, McNulty and McShane all stay fit. That's not what Blackburn want. Wouldn't be surprised to see him go somewhere else on loan.
