How would that work? Force clubs to retain unwanted managers? (think Steve Eyre in 2011/12 at Dale) or impose penalties? That'd simply deter clubs from taking a risk on unproven new managers

And if a manager were appointed mid-season but sacked at the end?

As things stand, managers under contract get compensation anyway, so it's not as if proving their incompetence or ineffectiveness at a particular club allows the club to consider their dismissal out of hand. No manager goes into a club unaware of potential consequences. It's pretty well-paid and they always seem to be able to find alternative employment within the game
